What is a survey? State inspection?
Long Term Care {LTC} facilities {i.e. nursing homes} and Intermediate Care Facilities for Persons With Mental Retardation {ICF/MR} have annual, unannounced surveys conducted by staff from Residential Care Services. The purpose of the LTC survey is to assure that residents in these facilities are taken care of appropriately to attain or maintain the highest practicable physical, mental, and psychosocial well-being. The surveyors are also checking to be sure that state regulations are met for state licensing purposes, and federal regulations are met for certification for Medicaid and Medicare.
The main focus of the survey is to review the facilities compliance with regulations primarily concerning Resident Rights, Resident Behavior and Facility Practice, Quality of Life and Quality of Care. The surveyors observe residents receiving medications, treatments, therapies, eating meals, participating in activities. They meet privately with residents, families and staff in formal and informal interviews. Medical records are also reviewed.
The ICF/MR facilities are surveyed to ensure that clients are free from unnecessary drugs and physical restraints, and are provided Active Treatment to reduce dependency on drugs and physical restraints.
If deficiencies are found, citations are written and then the facility responds with a Plan of Correction.
